What P0023 usually means
P0023 is the exhaust-bank counterpart that completes the practical Bank 2 actuator circuit set. It says the ECU is not seeing the expected electrical behavior from the Bank 2 exhaust cam actuator circuit. That usually sends you toward solenoid resistance, wiring continuity, connector integrity, and bank-specific harness routing before condemning the timing hardware itself. If the exhaust cam stays uncontrolled long enough, the fault can overlap with P0024 or P0017-style performance and correlation complaints, but the smarter first move is to prove the electrical command path.
